I am assuming you want to create a website.
A domain is simply a name like blahblahblahblah.com.
A website is a domain plus webhosting(bluehost.com mention).
    1) So first, you need to identify a good domain name which either fits your interest or has keywords which matches the subject of your future website. A cool site to find domain names is nameboy.com. It is a site which allows you to type in a keyword and it comes back with domains which are avaliable.
    2) Find a domain registrar, like GoDaddy.com and buy your domain. The domain will cost about $10 per year. There are many domain registrars but the biggest and safest is GoDaddy. 1and1.com is also a decent one.
    3) Find a Web hosting company so you are able to actually create a website. This may be complex to a first time user, but if you are willing to work at it, you can do it. I also must add calling the hosts or using their online live support proves to be helpful.
    4) Once you have your domain and your host, you will need to change your DNS name server on your domains registrar to point to your host.
    5) Create a webpage and upload the files to your webhost. (More complex, but this is the basics.)
Another Route for folks who are not web savy yet or want to get up and running fast:
    1) The second route I recommend is starting out with blogger.com or wordpress.org. Both are very powerful blogging type sites with many options. Also, both sites also will teach you much needed steps to be able to maintain and manage a real domain.
Once you have an established blog with either of the two, you can then purchase a domain for around $10 per year and run it through blogger.com or wordpress.org for free. This option will save you the monthly hosting fee which is around $10 a month. Both sites have detailed information on how to run your blog through your domain.
If you have additional questions feel free to contact me as I own a domain company and enjoy helping others.

    Hello,
All the domain created are registered by any of the ICANN accredited registrar. If you dont want to involve any 3rd company then only way is, you yourself become an ICANN accredited registrar.
Better is to buy a domain from an ICANN accredited registrar and host it with company of your choice. ( most of ICANN registrars also giving hostings )

you have to register it with a domain registrar like networksolutions.com or names4you.com. They are the ones who keep all the global DNS servers updated and pointed to the right spots.

ICANN sells the domain names, through their accredited registrars. http://www.icann.org/en/registrars/accre…
