I Am Hosting A Punch And Cake Come And Go Reception For A Adoption. How Should I Word The Invitations?

The open house is for three siblings and is cake, cookies, chips, and punch only. We want people to come and welcome the children and to congratulate the new parents, but they need to know they are not being feed. I want the wording to be correct so there are no misunderstandings.

Well, you could make your starting time like 2 p.m., then people would automatically realize that there is no lunch/dinner being provided.
You could also say something along the lines of: Come lift a cup of punch to the new parents to welcome their new child(ren).

Well..if you expect gifts you sort of have to serve more then cookies and punch. If you are sending formal invitations, you really need to do more then what you want to serve.
If you dont want to serve anything more, I would invite by phone and ask people to join you for cake and punch.

Just make reference to the fact that “refreshments will be served”. That indicates no meal.
