How Do Retailers Activate Wow Game Cards?

I bought one today and when I put in the code it said, retailer has not activated card, or something.

    they scan the card and the info gets uploaded to the server making the gift card active and the code valid what i would do is go back to the retailer with the receipt and explain what happened maybe the retailer will activate it for u
